    This QPV vehicle used to work in the late 80's early 90's with viaduct inspection unit DR 82100 along with ZXV tool van DB781091.

    What are the large porthole like intakes beneath the windows? I have seen them on many other departmentals and assume they are some sort of additional air vent though I stand to be corrected.

    Would they be vents for propane type heaters ?

    look like heating flues to me !!

    Yes they are heater exhaust flues. There is a propane heater in each of the bedroom compartments and the kitchen area.
