This is a LNER design horsebox, but built by BR(W) at Swindon. The running number was W 2508 E. In Departmental service, I believe it was a generator van, not a stores van, but I could be wrong.

The small lettering on the lower left reads "Stores van/to work between/old oak common/and wolverton/carriage & wagon". So Ben was right, its a stores van.
