Does anyone know who owns this wagon and is it still in use? We would like to buy it for preservation and any info would be appreciated, thanks.

Maybe try and contact Network Rail, they should know who the owner and it's it's not NR then they may be able to tell you who it's current owner is.

The wagon was used back in the day to train staff on the two deck mounted cranes used for rail delivery and collection under what was then the GTRM company, now absorbed into the Carillion empire so they may be owner by default. Staff would amass in one of the nearby portakabins have a brief then come out into the yard and used the fixed staircase installed against the wagon side then take turns in starting the small cranes engine, deploying lengthening piece at crane tip (flip over) to extend reach beyond wagon side then practise lifting lengths of rails. I have been advised that the siding the vehicle stands on is NOT fit for the vehicle to be removed by rail and clipped out of use.
When the service fleet of these wagons used in anger they had to be specified left or right handed when leaving depot or ordered - the unwary ending up with the cranes pointing the wrong side on site for a rail drop, later ones having roofs fitted for working under the ole.
Try Carillion, see if they still have it on their books.

This won't be going anywhere in a hurry. Since the recent remodellng works at Watford Junction, the points leading to the siding that this vehicle is parked on, have been removed!
Also someone has repainted at least one side in a light grey colour.
