This is an LMS "Full Brake", previously TDB 975996 and before that,
M 31258. It was in use as a stores van at Soho Depot, Birmingham.

I'm assuming the vehicle just visible to the right will be pipe wagon 024993?

Yes, it is 024993, but strictly speaking it's a "Tube" wagon. I took a photo, but it was not one of my best, due to deep shadows as the sun was on the wrong side.
