This was later remembered back to 786951 once this Mk1 entered the formation in 1990. Allocated 977630 but cancelled.

I suspect the 1986-04-12 Salisbury sighting is either of something else or a date error. As far as I'm aware 4066 wasn't acquired by Nomix-Chipman until 1989 and didn't enter service until 1991.
What is often overlooked is that during 1989 & 1990 the Nomix-Chipman Weedkilling Train included Ferry Van B786951 in its formation which was also numbered CC99017. The 1990-07-27 sighting is thus probably of that.

Consist on 27-07-1990 was 20904 CC99017/ CC99016/ CC99014 /B786951 and tanks 55529/ 55528 /55530/ 55526 20901

Interesting to see the "proper" CC99017 was in the consist as early as 27-07-1990. It was still under conversion at Cardiff Cathays the previous month so this must have been one of its first outings having displaced CC99015. Also, that B786951 had regained its correct number by then.
