In BR days, this wagon was commonly known as Britannia, a (kind of) unofficial Fishkind code (she who "ruled the waves" !) and a reference to 70000 "Britannia", the 4-6-2 version! It was also the first Departmental wagon on the Southern Region to be numbered in the BR-derived series DS 70XXX. All previous departmental vehicles had been in the old Southern Railway listing which ran from DS1 to DS 3202.
The yellow painted crane jibs in the photo are a modern addition. The original purpose of this wagon was as a mobile air compressor.

Kev - the underframe was new in 1935 when LSWR 353 was lengthened from 48' to 58'.
