What are the large porthole like intakes beneath the windows? I have seen them on many other departmentals and assume they are some sort of additional air vent though I stand to be corrected.

Would they be vents for propane type heaters ?

look like heating flues to me !!

Yes they are heater exhaust flues. There is a propane heater in each of the bedroom compartments and the kitchen area.
