This is the former LMS Dynamometer Car No:3 built at Derby C&W Works between 1938 and 1947 - its completion was delayed by WW2. Later it became DM & EE Test Car 3 and was painted in red and blue. It was still active in the 1970's and ran in the train formation during the early tests of the prototype HST in 1972
