It is! I believe it (and 025032) was used for transporting locomotive engines around within the confines of the depot. Slightly odd idea (rather than just using a flat wagon) and I'm not sure how much use they got as they seemed to be converted and then stored out of use fairly soon afterwards...

Simon tells us:
"Their main purpose was to provide a platform on which cl.37 power units could be stood whilst undergoing overhaul, giving the fitters all round access. It also kept them mobile and off the deck, floor space at Toton not being vast."
